Where is the user control panel to moniter subscribed topics???

I'm not sure if this is what you want but : At the top - View New content. On the left side are a lot of options - like topics I follow. Maybe that's it?

To review/modify your subscriptions, go to the upper right corner of the page and click your user name (just left of "Sign Out"). Select "Content I Follow." You may need to click "Toggle Edit Options" to see all the options.

To subscribe to a topic, open the topic and click on "Follow this topic" to the right of the topic title. If you are following the topic, the option will be to "Unfollow this topic."
