No, at 5'-8", 165# isn't too much, it depends upon your build.
I'm gaining weight but losing size because I'm gaining muscle, I gain it relatively easily if I work out, and I'm wide in the shoulder and hip, I'm never one of those "small" sizes even if I were to be thin. Last summer I told the sales clerk at REI I needed a men's lightweight sun- block shirt because of this, and she said, (this cracked me up) "oh, you have kayaker's arms, you want one of these." It's true, I do. But it's just the genetic luck of the draw. I couldn't believe it when I last weighed myself, I was sort of horrified, but I'm a lot fitter, so it's a trade off. Honestly you would never guess how many freaking vegetables, nuts, and fruits I eat. And I cut back on my bread making, and I don't eat cereal. Apparently this is a side effect of aging and hormone change. 2 years ago I tried cutting way, way back on the amount of food I ate, and absolutely nothing happened other than I got very tired, a lot, and sort of puffy . Now, if I get glutened mildly, I will retain fluid, that is one of the first hints that something cross contaminated has breached the hull.
I know my BMI is still considered normal, it's just that I have a relatively small frame. I'm a busy student so I'm not active enough to have a dense muscular frame. I'm sure I have some fluid retention, but that seems to be a lot of extra weight that I'm not used to having.
