Curious About Antibody Testing

I am curious to know a little more about antibody testing.

If a person has low levels of antibodies, though not high enough to bring a diagnosis of celiac, does that still mean a person is gluten-intolerant? Or that a person is "on their way" to increasing trouble with gluten?

Do "normal" people show any gluten antibodies ever? Or do they usually come up with zero if tested?
