Hmmmm, difficult question, since it's never really been studied. Here's my opinion.

If the only issue you have with dairy is digesting the lactose, then eating lactose free, or adding a lactase to your diet shouldn't slow any healing down.

If you are actually having some inflammatory reaction to dairy, then yes, you are slowing the healing process.

Since it can be hard to distinguish those two, avoiding all dairy is a good idea. If you really can't do that, stick to hard cheeses, cultured milk (like yogurt), and add lactaid tablets to your diet.

If you have an issue with casein (milk protein) or lactose (milk sugar), then it could (probably more casein than lactose, due to the mechanism of intolerance). If you don't, I don't see any reason why it would.
