Allergies cause reactions within a couple of hours. Intolerances take longer, usually a day or two. The symptoms can be similar (wheezing, rashes, eczema, abdominal pain, etc...) but if you have a really severe allergy it can cause anaphylaxis (a sudden drop in blood pressure, swelling, and/or difficulty breathing). Intolerances work more slowly.

Another difference is that you can use "skin prick" testing for allergies. The best way to tell if you have an intolerance is to try an elimination diet and re-challenge that food. When it comes to milk, the two major problems are the lactose (sugar) and casein (protein).
