I've seen some that are plastic, and some that are cardboard, it seems like the cardboard ones where that part goes in your mouth could use a gluten-based glue. Although it seems unlikely, it does seem possible.

If the bags of flour you move leak and create dust, perhaps it gets on your skin, in your month, etc., which may cause an issue, but it seems unlikely to happen unless a bag is leaking. I would wash my hands well after moving such bags... -
