Okay I know nothing about birds but I did a quick search for "cockatiel food" and saw that a lot of it contains millet (which is gltuen free), peanuts and soybeans. Birds also eat insects and worms in their natural habitat. So perhaps you could make your own food from millet, soybeans and other seeds and if you are really wanting to feed your bird well...

Oh glutonous rice flour is gluten free! Haha, sorry I should have said that first. I think they make it from the sticky rice and that is why it is called "glutenous". the only ingredients in the flour will be rice and maybe water. I might be a rare case but I ended up developing a milk allergy after going gluten free. I have used glutonous rice flour (AKA sweet rice flour) for fried eggplant and other fried things (chicken, fish, cubed steak) with good results. It seems to stick better than regular rice flour. I know that is the case for the Celiac panel test but is that true for allergy testing as well? I even asked my Allergist this question on the phone since I have not eaten shellfish for over a decade. He was pretty adamant that a food allergy would show up even if I had not eaten those foods for a very long time. -
