This is what we do in AWANA at church. We find out what candy the allergic kids CAN have and make sure there is some of it in the bucket the winning team picks from. I think these 2 sentences are the key to the whole issue here. The teacher wasn't thinking. The teacher is the adult. She should know better than to put such a temptation (that some adults can't handle) in front of a 7 year old and expect him to just go, "Oh, well" especially since, as you pointed out, "he wouldn't have had any reward for good behavior... -
I did the same thing with pizza - peeled the toppings off the crust. That doesn't work either.

I *think* you should be just fine to start trying without any additional supplements beyond the prenatal ones. The problems caused by lack of folic acid happen very early in the pregnancy before women realize they are pregnant. By the time they start taking the extra supplements, the damage has been done. But as you already have the folic acid levels up... -

I have no trouble with rice in general, but cannot eat Quaker rice cakes without serious regrets. It's too bad, because they made a great place to spread peanut butter! Trader Joe's has a rice cracker that is about the size of a quarter. I'm not sure what isle it is in. It definitely is more of a salty cracker rather than a sweet cookie. -

I think there is no age limit. My former chiropractor had a patient who caught them from his grandkids when he was in his 70's! I would suggest letting your family physician know because adults can have complications that kids don't have. You can ask for suggestions when you call.
